While all sorcerers get Metamagic, only Aberrant Mind sorcerers can cast it with a single Sorcery Point at 6th level, which allows you to really spam this spell almost continuously if you want. Several forms of Sorcerer Metamagic work well with Dissonant Whispers (Quickened Spell so you can pair it with Booming Blade or Mind Sliver, Heightened Spell so make it land, and probably the best of the lot Twinned Spell to make it more likely that you hit SOMEONE with it and to get more targets to move themselves conveniently out of combat). While bards get Dissonant Whispers as a class spell and anyone can pick it up with the Fey Touched feat, Aberrant Mind is a very solid chassis for the Dissonant Whisper spell. Even with a more range-heavy party, Dissonant Whispers can help people kite, especially if you Twin it. If you have, say, a GWM barbarian, paladin, and melee rogue all standing next to a target then in many cases Dissonant Whispers will turn that target into a fine red mist and there are no other non-upcast first level spells that can do remotely the same thing. It's really the only damage dealing spell that scales well without being upcast in the whole damn game. If you have a melee heavy party, Dissonant Whispers is an incredibly powerful spell because if the target fails their save it gives everyone standing next to them the opportunity to attack with a reaction.
